This will be followed by a second consultation on the text of the legislation, which will be drawn up taking the initial consultation results into consideration. This is anticipated to commence in October/November 2009.
The final European Parliament vote on the Directive took place on 21 October 2008 allowing the Directive to become law on 5th December 2008. The UK will then have three years (December 2011) within which to implement the law in the UK. There is widespread lobbying highlighting the undesirability of any further restrictions to the labour market in the current economic climate.
